Revision Of Development Charge Rates

The Ministry of National Development, in consultation with the Chief Valuer, has revised the rates of development charges (DC) for the period 1 Sep 2007 to 29 Feb 2008. The revised rates are due to increase in market values. The revised table of DC rates will take effect from 1 Sep 2007.

Singapore Has No Plans To Relax Foreign Land Ownership Rules

It was reported that in response to inquiries by a local news channel, the Ministry of Law said that the government has no plans to relax the restrictions on foreigners buying landed properties here. The Ministry further said that such properties have to be treated as a special category in land-scarce Singapore.

URA To Temporarily Disallow Conversion of Office Use in the Central Area to Other Uses

The Urban Redevelopment Authority (URA) announced today that it will, with immediate effect, temporarily disallow the conversion of office use in the Central Area to other uses until 31 December 2009. This is to curb further depletion of the existing stock of office space.

HDB Eases Subletting Policy

The government is relaxing the HDB's sub-letting policy which will see some 645,000 flats immediately eligible for sub-letting. The changes were announced by Minister for National Development, Mah Bow Tan, in Parliament on Saturday, 3 March 2007.

Land Acquisition Act To Be Amended: Compensation At Market Rates

With effect from 12 February 2007, the government will pay market rates for all properties acquired under the Land Acquisition Act. The Land Acquisition (Amendment) Bill was tabled in Parliament today.

1998 Concession On Stamp Duty For Properties Withdrawn

The 1998 concession on deferment of payment of stamp duty on agreements for purchase of properties will be withdrawn with immediate effect from 15 December 2006. Henceforth, the purchase of a property will pay stamp duty based on normal stamp duty rule that is within 14 days after the date of the sale and purchase agreement or the date of acceptance of the option to purchase.

The Singapore Land Authority (SLA) has launched two free services on the Internet: the Land Query and StreetMap@Singapore services. The services can be found at www.inlis.gov.sg.

Preservation Of Monuments Board Proposes Stronger Measures To Better Protect National Monuments

To better protect and preserve Singapore’s built heritage, the Preservation of Monuments Board (PMB) is proposing major amendments to the Preservation of Monuments Act – the first time since the Act was enacted in 1971. The amendments will enable the Board to deal more effectively with errant building owners and also allow it to institute stricter measures in the protection of Singapore’s 55 national monuments.

Discontinuation of HDB’s Listed Housing Agents Scheme (LHAS)

As announced in Nov 2005, HDB will be discontinuing the Listed Housing Agents Scheme (LHAS) from 1 Jun 2006. The benefits enjoyed by listed agencies under the LHAS will be cut-over to agencies accredited under the Singapore Accredited Estate Agencies (SAEA) Scheme.

Residential Property (Amendment) Bill 2006 Passed

The Residential Property (Amendment) Bill that was introduced in Parliament on 16 January 2006 was passed on 14 February 2006. The Act implements the changes to rules on foreigners owning residential properties announced in Parliament by the Minister of National Development on 19 July 2005.

Old Ford Motor Factory Gazetted As Monument

The Preservation of Monuments Board (PMB) will gazette the historic Ford Motor Factory for preservation as a national monument on 15 February 2006. The National Archives of Singapore (NAS) has converted the building to house a World War II gallery called “Memories at Old Ford Factory” and repository.

Government Land Sales Programme for First Half of 2006

The Ministry of National Development (MND) today announced: (a) The Government Land Sales (GLS) Programme for private residential, commercial and hotel development for the first half of 2006; and (b) The supply of private residential, commercial and hotel space from projects that will be initiated by various Government agencies in the first half of 2006, apart from the GLS programme.


No Adverse Possession If No Application Made In Time

The Singapore Court of Appeal clarified the law on adverse possession in an important decision. The written judgment delivered on 13 September 2005 allowed an appeal by TSM Development Pte Ltd and held that a strip of land fenced within a neighbour's property was not subject to an adverse possession claim by the neighbour.

Revised Housing Loan Limit and Downpayment for Purchase of HDB flats

As announced by the Minister (ND) in Parliament on 19 July 2005, HDB will revise upwards the housing loan limit for HDB concessionary loans with immediate effect, in tandem with the upward adjustment of mortgage financing limit by banks and financial institutions.

Changes to the Residential Property Act ("RPA")

As earlier announced in Parliament, Government has decided to fine-tune the RPA in three aspects:-
(a) easing of restrictions on foreign ownership of restricted residential properties;
(b) revocation of exemption for foreign companies; and
(c) revision to requirements attached to grant of Qualifying Certificates (QCs).

MAS Issues Revised Housing Loan Rules

The Monetary Authority of Singapore (MAS) today announced that banks may grant housing loans of up to 90% of the property value.

Relaxation of Policies for HDB Kiosk Tenants

HDB has relaxed its rules to allow all kiosk tenants to assign, transfer and sublet their tenancies with immediate effect.
