The Building Control (Amendment) Bill has been passed by Parliament today on 20 September 2007. The objective of the Bill is to strengthen the building control regulatory framework to raise the professionalism, quality and safety standards in the construction industry. It also puts in place the recommendations of the MND-MOM Joint Review Committee on Construction Safety (JRC), which was formed to examine the regulation of the construction process following the Nicoll Highway collapse. The Bill has also taken into consideration useful feedback from relevant stakeholders in the industry following numerous consultations with them.

The Minister for National Development will introduce the Building Control (Amendment) Bill in Parliament today.

The Building and Construction Authority invites comments on the proposed Building Control (Amendment) Bill 2007 which addresses amendments to the Building Control Act arising from recommendations of the Report of the Joint MND-MOM Review Committee on Construction Safety (which was published in May 2005).

The Professional Engineers (Amendment) Bill 2005 and Architects (Amendment) Bill 2005 were read a second time and passed by Parliament today. The Bills aim to enable the Professional Engineers Board (PEB) and Board of Architects (BOA) to more effectively regulate and uphold professionalism and safety standards in the construction industry.

The Minister for National Development introduced the Housing and Development (Amendment) Bill [hereafter referred to as the Bill] in Parliament today. The main objective of the Bill is to put in place the legislative framework for the new Design, Build and Sell Scheme (DBSS) and enable private developers to build and sell public housing.

In a Press Conference on 17 May 2005, the Ministry of National Development accepts the Committee of Inquiry?s (COI) findings on the causes of the Nicoll Highway Collapse and agrees with its key recommendations.

Come 1 April 2005, the Building Maintenance and Strata Management Act (BMSMA) will take effect. The new Act will impact mainly on the subsidiary proprietors or homeowners, management corporations, developers and managing agents from 170,000 strata units and 2,800 Management Corporations in Singapore.

During a speech at the BCA Awards 2004 on 6th May 2004, the Minister for National Developmen, Mr Mah Bow Tan, announced that broad consensus has been reached on key provisions of the proposed legislation. The bill is expected to be tabled in Parliament in the 3rd Quarter of 2004.
