Foreign Domestic Worker Levy Concession For Persons With Disability

In March 2007, during the Committee of Supply, Minister for Community Development, Youth and Sports, Dr Vivian Balakrishnan announced that the Foreign Domestic Worker (FDW) levy concession[1] will be extended to employers with disabled dependents[2], or who are themselves disabled. Employers may now apply for the FDW Levy Concession (Persons with disability) from 15 September 2007. Eligible employers will enjoy a concessionary levy rate of $170 monthly. The application form and detailed application procedure can be found on the Disability Portal at www.disability.org.sg.

The FDW Levy Concession (Persons with disability) will help families of persons with disability reduce costs of caregiving where a full-time caregiver is needed. Caregiving assistance is needed when the person with disability is unable to cope with one or more of the activities of daily living - bathing, dressing, feeding, toileting, transferring and mobility.

Employers applying for the levy concession will need to obtain a medical assessment on the functional ability of the person with disability in performing his/her activities of daily living. The medical assessments should be conducted by appointed assessors, who are located island wide. A list of appointed assessors can also be found on the Disability Portal. The cost of the medical assessment will be borne by the applicant.

The FDW Levy Concession (Persons with disability) will be administered by the National Council of Social Service. For applications that are received on or before 31 December 2007 and are assessed as eligible, the concessionary levy will commence on 1 October 2007 or the date of the application of work permit for the FDW, whichever is later. Given this longer timeframe, employers need not rush to apply for the levy concession. For applications that are received after 31 December 2007 and assessed as eligible, the concessionary levy will commence on the 1st of the following month after the application is approved.

[1] The FDW Levy Concession is presently applicable to employers who are Singapore Citizens, aged 65 years old or above, or have young children/grandchildren below 12 years old or spouse/elderly parents/parents-in-law/grandparents/grandparents-in-law aged 65 years old or above, who are Singapore Citizens and stay with the employer.

[2] For this purpose, a dependant is defined as the employer?s child, grandchild, spouse, sibling, sibling-in-law, parent, parent-in-law, grandparent or grandparent-in-law who is staying together with the employer.
