Dean of NUS Law Faculty Appointed Specialist Judge
The President of the Republic of Singapore has appointed a new Specialist Judge, Professor Tan Cheng Han S.C. to the Subordinate Courts’ Bench.
2. At the Welcome Reference for the Honourable the Chief Justice Chan Sek Keong on 22 April 2006, His Honour stressed that it is necessary to start a new chapter in the relationship between the Bench and Bar which should be marked with cordiality and harmony in the common pursuit of the administration of justice in Singapore. On 1 July 2006, the Subordinate Courts started the pilot of a new scheme to appoint experienced and well-respected members of the legal profession or academia as Specialist Judges to preside over cases in the Subordinate Courts. Judge Tan Chee Meng became the first Specialist Judge to be appointed under this scheme to hear the Fusionpolis case. The Specialist Judge pilot scheme will give such opportunities to leading members of the legal profession and academia to give of their time for the good of our society. In particular, these Specialist Judges will bring additional expertise to the Subordinate Courts bench and, at the same time, give leading practitioners and academics a better insight to the workings of the Judiciary.
3. Judge Tan Cheng Han graduated from the University of Singapore in 1987 and obtained his Masters of Law from the University of Cambridge in 1990. Appointed to the rank of Senior Counsel in 2004, he is currently the Dean and a Professor of the Faculty of Law, National University of Singapore. As a Senior Counsel, he specialises in the area of commercial disputes and is a member of the Singapore International Arbitration Centre's Regional Panel of Arbitrators. His current public appointments include being a Vice-President of the Singapore Academy of Law, a Senate member of the National University of Singapore, a Governor of the Intellectual Property Academy, a member of the Securities Industry Council, a member of the Competition Commission of Singapore, a member of the Appeal Advisory Panel to the Minister for Finance constituted under the Securities and Futures Act, the Financial Advisers Act, and the Insurance Act, a member of the Military Court of Appeal, and a member of the Board of Legal Education.
4. Prior to joining NUS in 1996, he was a Partner in M/s Drew & Napier’s litigation department. Some of his previous public appointments include being a member of the Corporate Finance Committee, Financial Sector Review Group and the Advisory Panel to the former Registry of Companies and Businesses.
5. Given his vast experience in commercial and company law, Judge Tan is well placed to hear the Informatics case which was one of 2005’s largest corporate scandals. This case involved the founder of educational services provider Informatics Holdings, Wong Tai, and former chief executive Ong Boon Kheng who now face charges under the Securities and Futures Act.
6. The Informatics case is scheduled for hearing on 8 August 2006 before Judge Tan. The appointment of a leading academic such as Judge Tan will carry forward the Subordinate Courts’ intention of bringing in talent from the Bar and academia.
7. Judge Tan will take his Oath of Office and Allegiance before the Senior District Judge Richard Magnus, on 3 August 2006.
